LAFCO COMMISSIONERS PACKAGE Summary: LAFCO #3134
and #3084 will
appear before the LAFCO Commissioners on February 17, 2010. On March 30, 2009, the Town of Yucca Valley submitted their application, LAFCO #3134, to expand their Sphere of Influence (SOI) to include the Community of Yucca Mesa. After much protest and collecting 2400 signatures (including 500 signatures from residents of Yucca Valley) on petitions opposing the SOI and eventual annexation, the Town withdrew their application to LAFCO on September 1, 2009. The Stop Yucca Mesa Annexation Coalition's Community Survey showed that over 99% of the residents of Yucca Mesa opposed any form of merging with the Town of Yucca Valley. LAFCO #3084 will also be heard on February 17, 2010. The residents of Yucca Mesa opposed being charged for the Town of Yucca Valley's $250 million wastewater treatment plant. The Town's problems were caused by poor planning, poor management, and over-building. The source for the Community of Yucca Mesa's water is the Ames Basin, while the source of water for Yucca Valley is the Warren Basin. The Ames Basin is not contaminated. The Warren Basin is contaminated. Accordingly, since the residents of Yucca Mesa will receive no benefit from Yucca Valley's wastewater treatment plant and sewers, the Hi-Desert Water District voted unanimously on December 7, 2009, to NOT charge the residents of Yucca Mesa for the construction costs or services for this project. HDWD also supports the Coalition's view that HDWD not be municipalized by the Town of Yucca Valley. LAFCO's Executive Director has advised us that the LAFCO Commissioners could change the Town of Yucca Valley's decision to withdraw the SOI application. The residents of Yucca Mesa now request that LAFCO Commissioners honor the decisions of the Town of Yucca Valley and the Hi-Desert Water District, and urge you to leave Yucca Mesa's Community, water, and all other services as they presently are by not overturning the Town of Yucca Valley's and the Hi-Desert Water District's decisions, and the desires of the Community of Yucca Mesa. Yucca Mesans want to keep their community as it is and simply want to be left alone to enjoy their night skies, flora, peace and quiet, and animal keeping with minimal government intrusion.
