Good Evening Board Members.
Your attention is drawn to HDWD Sewer Master Plan, Section 2.1, page 2-1,
submitted to LAFCO under #3140. It says:
"The District is divided topographically into the Yucca Valley area in
the south and the Yucca Mesa area in the north. The Yucca Valley and Yucca Mesa
areas are separated by the Sawtooth Mountains which lay generally east-west
through the center of the District."
Section 2.2 says: "The District’s service area covers two distinct
drainage areas. Of these, groundwater quality is currently a concern only in the
more populated Yucca Valley drainage area. Due to the low density of development
and minimal use of groundwater for potable purposes in Yucca Mesa. A sewer
system is not proposed there. If in the future groundwater quality impacts arise
due to the use of septic tanks, a separate sewer system and treatment facility
would be constructed. This Master Plan, therefore, addresses the wastewater
collection requirements only for the Yucca Valley drainage area.
Yucca Mesa has their own water source ... the Ames Basin, while Yucca Valley’s
water source is the Warren Basin. Accordingly, the Mesa should not have to pay
for the water treatment plant or sewers in Yucca Valley.
So, you see, the Mesa really is a separate community. The Board is strongly
encouraged to create two separate billing/accounting areas within the District:
Yucca Valley Area and Yucca Mesa Area. In this way each area would pay the costs
associated with their area. It is only fair.
Further, we are satisfied with the Hi-Desert Water District supplying our
water needs and do not want the District to be municipalized by the Town of
Yucca Valley.
