Advantages of a Municipal Advisory Council (Municipal Advisory Council)

A Municipal Advisory Council is a Brown Act organization and is obligated to follow the Brown Act rules.  

A Municipal Advisory Council gives a community an opportunity to address public policy concerns and to develop coordinated planning.

Because its activities, such as meetings and surveys, take place in the community and reflect community characteristics, a Municipal Advisory Council can facilitate citizen participation in the formation of local opinion on public problems.

A Municipal Advisory Council can receive testimony regarding zoning, land use, and other issues in Yucca Mesa as opposed to traveling to San Bernardino.

 Yucca Mesa Municipal Advisory Council meetings focus on Yucca Mesa issues ONLY.

When compromise is appropriate, a Municipal Advisory Council can avoid the risks involved when outside sources attempt to engineer a settlement.

 

A Municipal Advisory Council can train community leaders in local government; can develop awareness of positions and problems outside one's experience; foster familiarity with county departments and personnel and skill in handling conflict.

A Municipal Advisory Council gives a community an officially recognized voice with public officials and agencies.

 

 

While a Municipal Advisory Council is not full protection from the Town of Yucca Valley to include Yucca Mesa in their Sphere of Influence with eventual annexation, the Joshua Tree Municipal Advisory Council has been in existence for over 15 years and was very influential in combating Yucca Valley's attempt to annex them.  Note that ONLY an incorporation can totally stop Yucca Valley from attempting annexing Yucca Mesa, and LAFCO advises that Yucca Mesa does not have the tax base to become incorporated.

A Municipal Advisory Council is an Advisory Council.  Advisory people should be appointed.  The Board of Supervisors is the decision-making body.  It is the elected body.

Elected people have terms and cannot be dissolved like appointed people can.

The relationship that will make the Municipal Advisory Council work is that between the Municipal Advisory Council and the Supervisor.  This relationship will be better if the people on the Municipal Advisory Council are appointed and are acceptable to the Board.

The Supervisor can select a well-rounded representation for the Council while the electorate may choose a one-sided group.

Elections cost money which the County does not have at this time.
