Yucca Valley’s Wastewater Project – Another Milestone

Yucca Valley – Because water quality is important to everyone, the Hi-Desert Water District continues to move forward with the planning of the Wastewater Treatment and Water Reclamation Project. 

The District has released a Request for Proposal for engineering services to perform the Assessment District Formation. Formation of an assessment district is a critical step in defining the parcels that will benefit from the project and determine what the potential costs will be for each property owner. As previously determined by the HDWD Board of Directors, the Assessment District will not include the Mesa. 

The successful bidder for the Assessment District Formation contract will review the preliminary design phasing map (which includes the downtown areas of Yucca Valley) and prepare a report. When complete, this report will list the parcel numbers to be included in the Assessment District and a cost estimate for each property. An assessment district is the mechanism that is used to assess tax to properties for infrastructure projects, such as the Wastewater Project.

After completion of the report, the District will send a letter to every property owner in the proposed assessment area to let them know what the potential tax assessment could be. Then District staff will respond to any questions and concerns, to make sure property owners have the information they need. It is important to note that in addition to the property tax assessment, the District is committed to getting at least 50% of the project cost in grant funding.

Each property owner will have the opportunity to vote on the assessment for the Wastewater Treatment and Water Reclamation Project. Assuming a commitment from the community, the District will seek the grant funding that will be required to build the project.
