WHO PAYS FOR THE WASTEWATER
TREATMENT PLANT/SEWERS???
HI-DESERT WATER DISTRICT WANTS AMES BASIN RESIDENTS TO PAY!!!
The Hi-Desert Water District's Board meeting
was held on Wednesday, August 5, 2009, at 6:00 PM in their offices.

Agenda Item #9: Wastewater Funding Update. Board to review
and consider providing staff with direction on options as to who
should contribute and/or pay towards the Wastewater Treatment and
Water Reclamation Facility. Currently there are 10,000
households/businesses and 50% of these customers will be in Phase
One.
According to the staff report, estimated costs for Phase One is $121 million. The goal is to obtain 50% from rate payers/property owners with the balance from grants or low loans.
The discussion will be to give direction to the staff: Should ALL rate payers/property owners contribute to the facility or just those who connect?
Comment:
Frank Luckino, Hi-Desert Water District Chief Financial Officer
advised that they will be conducting a NEXUS study. The Town
is required to make findings demonstrating a reasonable nexus
between the collection of fees, the need for facilities created by
new development and the expenditure of fee revenue to benefit new
development. They will need to show that Yucca Mesa will benefit
from the wastewater treatment plant/sewers.
The Coalition needs to respond to this! As discussed in previous Coalition meetings, we
in the Ames Basin should not and do not want to pay for Yucca Valley's predicament. We didn't cause it ... and we don't have their problem.
