What's the Difference between a General Tax, Special Tax, and an Assessment District?


 

General Sales Tax:

A general tax is "any tax imposed for general governmental purposes." (Section 1, Article XIII C, California Constitution).  This tax requires a 50% + 1 vote.

Special Tax:

"Special tax" means any tax imposed for specific purposes, including a tax imposed for special purposes, which is placed into a general fund.  This tax requires 2/3 vote.

Assessment District:

An Assessment District is created to finance improvements when no other source of money is available. Assessment Districts are often formed in undeveloped areas and are used to build roads and install water and sewer systems so that new homes or commercial space can be built. Assessment Districts may also be used in older areas to finance new public improvements or other additions to the community.  The proposed district will include all properties that will directly benefit from the improvements to be constructed.  This tax requires 2/3 vote.
